I think one of the easiest (and cheapest) solutions to this would be to include a Laws of the Game test in coaching courses. It would help avoid misunderstandings and (hopefully) create more awareness around how hard refereeing is.

That said, an open-mic system at the elite level would also make a huge difference, especially around dissent.
